PS3 console is a multi-region, so that every game, everywhere will be bought in any working PS3.
I believe the default is English because I had introduced some PSP games from Hong Kong and also English. (Games: SOCOM: Fireteam Bravo, Silent Hill)
But that does not work, because it region code free. It works because they both are in PAL regions. If you have an NTSC console and not via the HDMI interface, which are beaten or lost, can not choose Polyphony Digital's development, for both PAL and NTSC.

Im pretty sure that it works! That's a great idea! but I do not think you can change the language or text format is a little too much to ask for
it works, but an HDMI cable for the picture need to look good, because the picture may not look good because the region of Hong Kong
Do not Be patient for the European version of the game, right?
